Buying ip's at $0.50 each

I'm looking to buy a vps that can offer me extra ip's at $0.50 each. I'm looking to buy about 10 ip addresses. The reason of use is to use it as a private proxy where I'm the only user using it. It will only surf on tumblr.com site.
