Who Can Sell Me a LEB for $15 a year like the Starter VPS at BuyVM?

I need a LEB to run a postfix server. I thought I found one in this thread:

And I paid the seller for the box, but BuyVM informed me that such a transfer is not OK and can't be done even though Franscisco gave it the green light. So as BuyVM doesn't have any of what I need, I am in the market for the same thing.

Who can sell me something like that 128/256mb, 15GB and 500GB BW?

I am located in the Rocky Mountains so Denver or West Coast preferred.
