Build cheap VPS

I want to build a cheap VPS with these specs:
128mb Ram+vswap
min 4 Gb Disk space
min 200GB bandwidth
Location: in US, doesn't matter State
My buget is 1$ or less. I can pay quarter, semi-anually. Please give me an advise. Thank you
